WILKINS, Justice: This appeal arose from an action challenging the validity of a redevelopment plan (the "Plan") adopted by Defendant Murray City. Plaintiff appeals from two summary judgments granted in favor of defendants. The first one upheld the constitutionality of the Utah Neighborhood Development Act, (the "Act"), Utah Code Annotated (1953), as amended, Sec. 11-19-1 et seq., and the second one upheld the validity of the ordinance enacted by Defendant Murray City (the "City") to implement is redevelopment plan and agency.
